AKA the "Everybody must get stoned" song.  The brass band (suggesting the Salvation Army but also the circus) and Bob's obvious amusement, as well as the wordplay (not just "stoned" but the doggedly basic rhymes like "floor" & "door" and "car" & "guitar") make this more fun than Dylan usually let himself be.  It's a drug song that even a straight-edge like me can enjoy.
