Wikipedia says that the song (also covered by Judy Garland) satirized the practice of the time of black parents naming their children after F.D.R. It's surprisingly inoffensive. Note that Cab does the "Rewse" rather than "Rose" pronunciation, more T.R. than F.D.R.
