Not only a hilarious Dylan parody (that name-checks Bob D, Dylan Thomas, Art Garfunkel, and a whole bunch of others, see the Wikipedia entry), but it's actually garagy as fuck, and, yes, that's a compliment.  There are even references to pot and masturbation!  Paul and Art, I didn't know you had it in you!  (This was, however, one of my all-time favorite song titles as soon as I saw it on the cover, because I was an '80s teen who knew a little about the Vietnam War.)
